Solution for Shader Model 2 error on Sims 3!!!!!!?

So my dad went to The Computer Store and he asked if a new video card would suffice. The answer is yes. He said that it should work, unfortunately it is a cost of another $50. My parents aren't too happy. I am definitely going to save my money and buy a video card because from what I have heard, the game (Sims 3) is totally worth it.
