What kind of doctor should my husband see for his back problem?

My husband had serious back pain a few years ago along with numbness in both legs. He had an MRI and was told he has herniated discs, and the numbness was from a nerve being pinched. He was referred to a back doctor who prescribed pain meds and physical therapy which didn't help much. The doctor told him there was nothing else he could do for him because he was too young for the surgery (he's now 23). He then switched jobs and was doing less strenuous work so for the past few years it hasn't bothered him much other than the occional pain. Now it's getting bad again and he is having numbness in his hand and would like to see a doctor. We have since moved from WI to FL so obviously he wouldn't go to the same doctor. We just don't know what kind of doctor he should go to...a chiropractor, neurologist.....we have no clue where to start. Any advice would be greatly appreciated!!
